Context for the Expert

Project Disha is a private-sector skill development initiative planning a hub-and-spoke network in Tier 2/3 India. We aim to work within government frameworks (NSQF, NCVET, NEP) and potentially partner with state skill missions, but we need to understand the real landscape — what works, what's theater, and where a private player can add genuine value without getting trapped in compliance quicksand.

What We're Trying to Learn

The ground truth on government skilling programs — what actually failed and why, which frameworks have real employer adoption vs. bureaucratic checkboxes, the real cost and timeline of regulatory approvals, and which states/programs offer genuine partnership opportunities vs. ones to avoid.

Red Flags to Watch For

  • Official talking points without acknowledging known failures (e.g., claiming PMKVY placement numbers are accurate)
  • Inability to distinguish between policy intent and ground-level implementation
  • "Everything is improving" without specifics on what changed
  • Insider who only knows Delhi-level policy and has never visited a district implementation site
  • Defensiveness about government programs rather than honest assessment

Questions

PMKVY and Government Skilling Programs

  1. PMKVY has trained millions on paper. What went wrong operationally that led to poor employment outcomes? Separate the problems: was it training provider quality, curriculum relevance, candidate selection, placement mechanism, or something else? Rank the failure modes.

  2. PMKVY 4.0 is trying to fix earlier issues. What specifically has changed in program design, and do you believe these changes address the root causes? What's still unfixed?

  3. What's the real per-student economics for a training provider under PMKVY after compliance costs? Break it down: government reimbursement per student, actual cost to deliver, compliance/documentation overhead, payment delays. Is there margin, or are providers cutting corners to survive?

  4. What percentage of PMKVY-certified candidates actually got jobs in their trained sector within 6 months? Not the official number — your honest estimate. What's the gap between reported and real placement?

Regulatory Frameworks

  1. NSQF — do employers actually use NSQF levels when hiring, or is it a government requirement that the private sector ignores? Name 3 employers who genuinely use NSQF in their hiring criteria. If you can't, what would it take to make NSQF employer-relevant?

  2. NCVET recognition — what's the real timeline and cost to get a qualification recognized? Walk us through the process from application to approval. What are the non-obvious bottlenecks? How many private organizations have successfully gone through this in the last 2 years?

  3. Skill University pathway — which state skill universities are actually functional vs. exist only on paper? What does it take to affiliate with one? What's the real benefit to a training provider of having university affiliation?

State-Level Landscape

  1. Rank the top 5 states for a private skilling player to operate in, based on: ease of doing business, state skill mission competence, funding availability, and employer base. Which states should we absolutely avoid, and why?

  2. State skill missions — what do the good ones look like vs. the bad ones? Give an example of each. What makes one state mission effective and another dysfunctional?

  3. State-level funding and incentives — beyond central schemes, which states offer meaningful support for private training providers? Land, subsidies, tax breaks, demand aggregation — what's actually available and accessible?

NEP and Future Direction

  1. NEP's multiple entry/exit and credit bank (ABC) — is anyone actually implementing this in a way that works? Name institutions where a student can genuinely exit after 1 year with a credential, work, and return. If none — what's the real blocker?

  2. Where is the government's biggest unmet need that a private player could fill without competing with government programs? Is it employer linkage? Assessment quality? Technology backbone? Post-placement tracking? Tell us where the gap is widest.

Legal and Compliance

  1. What is the current legal status of Income Share Agreements in India? Do they need to be structured through an NBFC to be enforceable? Has RBI, SEBI, or any other regulator issued guidance on ISAs? Are there any court precedents or regulatory sandbox experiments we should know about?

  2. DPDP Act 2023 — what are the compliance costs for an education company collecting Aadhaar-linked biometric and outcome data? What consent framework is needed — granular consent per data type, or blanket consent? Do we need a Data Protection Officer from day one? What are the penalties for non-compliance, and is enforcement actually happening?

Practical Navigation

  1. For a new private training organization, what's the optimal regulatory strategy? Do we go for NCVET recognition first, or state skill mission empanelment, or university affiliation? What's the right sequencing and why?

  2. Government payments — what's the real payment cycle? How many months between service delivery and money hitting the account? What's the DSO (days sales outstanding) for a typical training provider working with government?

  3. What's the single biggest piece of advice you'd give a private-sector player entering the skilling space who wants to work with government but not be dependent on it?
