Context for the Expert

Project Disha is designing a hub-and-spoke skill development network targeting Tier 2/3 India. The model combines physical training centers (hubs), lighter satellite centers (spokes), and a digital backbone to move 18-24 year olds from education to employment in high-demand sectors. We are in the research/validation phase before committing capital.

What We're Trying to Learn

The real economics and operational landmines of running multi-location training centers in non-metro India. We need ground truth, not theory — what actually breaks, what the numbers really look like, and whether a hub-spoke model can maintain quality at scale.

Red Flags to Watch For

  • Operator who only talks about peak performance, never about failures or near-misses
  • Vague answers on unit economics ("it depends") without giving ranges
  • Blaming everything on government/students/market — no self-awareness of operational mistakes
  • Claims of 90%+ placement rates without being able to describe the measurement methodology
  • Dismissing quality control as "we have a process" without describing the actual mechanism

Questions

Center Economics

  1. What does it actually cost to set up a training center in a Tier 2 city today? Break it down: real estate, equipment, tech infra, licenses, initial staff. Not the pitch deck number — the real one including the stuff you forgot to budget for.

  2. What's the monthly burn of a center running at 60% capacity vs 100% capacity? We want the fixed vs variable cost split. How much of your cost structure is truly variable?

  3. What's the realistic break-even timeline for a new center? Not the best case — the median case. How many of your centers actually hit break-even on the original timeline?

  4. What's the revenue per student you actually collect, after discounts, defaults, and dropouts? Not the sticker price. The realized revenue per enrolled student.

Quality and Faculty

  1. Faculty recruitment in Tier 2/3 — where do you actually find them, what do you pay, and how long do they stay? What's your annual faculty attrition rate? What's the #1 reason good trainers leave?

  2. How do you ensure a class in Jaipur is the same quality as one in Pune? Walk us through your actual quality control mechanism. How often does it catch a failing center, and what happens when it does?

  3. If you had to rank the top 3 things that kill a training center, what would they be? Not hypothetical risks — things you've actually watched kill centers (yours or competitors').

Hub-Spoke and Scale Model

  1. Hub-spoke model — have you run one? Does the spoke actually work, or does it become a lead-gen office that can't deliver outcomes? What's the minimum viable spoke — how small can you go before quality collapses? What was the measurable difference in completion and placement rates between hub and spoke students? At what spoke size (student count, staff count) did quality collapse?

  2. Franchise vs company-owned centers — what are the real trade-offs? Specifically: where does franchise quality drop, and what can you contractually enforce vs what you can't?

  3. What's the maximum number of centers one operations leader can effectively oversee? At what point did you feel quality slipping, and what was the signal that told you?

Student Retention and Outcomes

  1. Student dropout — what's the real dropout rate in a 6-month program, and what interventions actually reduce it? Not what you tried — what actually worked, and by how much did it move the number?

  2. Does involving parents/family in the enrollment decision reduce dropout in Tier 2/3? Have you tested this? What's the difference?

  3. Government scheme economics — PMKVY, state skill missions — is the revenue worth the compliance overhead? What percentage of your revenue comes from government, and would you increase or decrease that if you could?

Candid Retrospective

  1. Have you co-located training inside ITIs, polytechnics, or other institutions? What was the MoU process like — who signs, how long does approval take, what revenue share or fee structure works? What went wrong operationally — scheduling conflicts, infrastructure quality, institutional politics, or something else?

  2. For healthcare tracks, how do you secure clinical practicum slots at hospitals? What are the liability and insurance requirements? Is it a per-student fee, a batch agreement, or an institutional tie-up? How many hospitals did you approach before one said yes, and what convinced them?

  3. What's the single most expensive mistake you made scaling training centers? The one that cost the most money or time to fix.

  4. If you were starting a training center network today in Tier 2/3 India, what would you do completely differently from the established playbook?
